Remote Verifications & Quality Control
In 2016 the New York City Housing Recovery Office (HRO) engaged Capital Access to provide on-site and remote processing staff for the Superstorm Sandy Build-It-Back housing recovery programs. Our team was assigned to update and continue processing of Eligibility determinations, Duplication of Benefits and Verification of Benefits (DOB/VOB) and Quality Assurance and Quality Control (QA/QC) for thousands of files. These processing needs served all housing program pathways (repair, repair & elevate, rebuild, buyout and reimbursement).
Capital Access quickly developed detailed production reporting tools and enhanced services to complement the existing data management system. We also introduced more cost effective in-house client training and solutions that maintains quality, consistency and accuracy as program processing and staffing needs become more sporadic or diminish over time.
Capital Access continues to provide data analysis, reporting and performance measurement assistance. We track outputs related to program goals and targets through detailed eligibility documentation processing and DOB/VOB services. Capital Access supports the Build it Back program by:
- Conducting reviews of intake and eligibility documentation for completion and CDBG-DR compliance;
- Conducting Duplication of Benefit analysis, which includes review of allowable activity receipts, data feeds from SBA, FEMA, National Flood Insurance, private insurance and state and local grants; and
- Verifying self-certified incomes and private insurance statements from application intake.
After the BiB Option Review Meeting is completed where an applicant chooses their pathway for CDBG-DR assistance, the applicant files are assigned to Capital Access where we complete a final quality control end-to-end review prior to grant agreement signing.
We have completed over 1,900 eligibility and/or duplication of benefit assessments related to more than 1,470 unique applications to date.
